Ninth Circuit Decision “Heats Up TCPA Debate”: Last week, the Ninth Circuit ruled that any device with “capacity to dial stored numbers automatically” can be considered an “automatic telephone dialing system” under the Telephone Consumer Protection Act (TCPA).
