Florida is ranked #46 in the 2019 Lawsuit Climate Survey: Ranking the States, showing no change from 2017. It experienced the biggest shift in the key element category of Treatment of Class Action Suits and Mass Consolidation Suits, where it dropped four positions, while seeing improvements in Trial Judges’ Impartiality, as well as Quality of Appellate Review, both increasing by two spots. Additionally, Trial Judges’ Competence improved by one spot. Miami or Dade County, Florida, is among the cities and counties survey respondents found to have the least fair and reasonable litigation environment.
